Question Would it be quicker to get a new passport or have my current passport renewed? What are the rules governing passport expiration. I am traveling abroad pretty soon and I will need my passport.

You should be able to receive your passport in two weeks or less.
The less costly and slightly quicker of the two would be to renew your existing passport. Firstly, you do not need to appear in person at a passport facility or agency. Secondly, you will not have to pay the execution fee for a new passport.
You will be able to renew your passport by mail as an adult if you were given the passport when you were at least 16 years old, if it is not considerably damaged and if it was given to you within the last 15 years. If you were a minor when you got your passport, you must appear in person at a passport application acceptance facility to renew your passport.
